Whittington graduated from Huntington High School in Shreveport. He is currently an attorney at Williamson Fontenot Campbell & Whittington in Baton Rouge. He was twice elected chairman of the Louisiana Democratic Party in 2006 and 2008, according to a biography on the company’s website. He stepped down in 2009 to focus on his legal practice, The Times reported.

Doug Boudreau said Whittington and Doug Boudreau had been best friends since the 1990s and often hunted and fished together. Boudreau claims to be the better hunter and fisherman.
The three will manage the pharmacy, but it is not clear how the ownership percentage will be divided. Doug Boudreau is listed as the owner’s manager.
Hope Pharmacy was originally the second largest applicant in the region, but an error prevented the board from seeing the group’s full application.
“The application review committee that is reviewing our application does not have access to parts of our operations and policies,” Boudreau said. “We discovered the error when we appeared before the full Pharmacy Board. The Board of Pharmacy allowed us to file the entire policy that day.”

The group also has over 20 years of experience in end-of-life care. Boudreau’s dispensary contracts with 10 hospices and cares for nearly 200 patients in northwest Louisiana.
“Many patients experience symptoms of intractable nausea, pain and anxiety in hospice,” he said. “We use many medications to combat these symptoms, but medical cannabis will serve as an additional product to support our current therapies.”
In Louisiana, the law restricts the medical use of marijuana by people with certain medical conditions: cancer; positive status for HIV, AIDS, cachexia or wasting syndrome; epilepsy; epilepsy; Crohn’s disease; muscle atrophy; and multiple sclerosis.
House Bill 579 seeks to legalize medical marijuana for the treatment of glaucoma, Parkinson’s disease, severe muscle spasms, excruciating pain and post-traumatic stress disorder. HB 627 would allow people with autism to use medical marijuana.

Cannabis dispensaries must obtain cannabis from growers licensed by the Louisiana Department of Agriculture and Forestry. Currently, LSU and the Southern University Agricultural Center are the only approved growers in the state.
Medical marijuana is only available as topical products such as oils, extracts, tinctures, sprays, capsules, pills, solutions, suspensions, chewable gelatin, oils and lotions, skin patches, or suppositories.
Pharmacy licenses are issued in nine Louisiana counties. One-tenth will be distributed to high-need areas at a later date.
As of March 25, the State Board of Medical Examiners has authorized seven doctors to recommend the drug to patients. Each doctor can recommend the drug to 100 patients, but doctors can ask the judicial commission to extend the ceiling. The Advocate reported last month that patients will also have to see their doctors every month to keep their medical marijuana prescriptions in effect.
