Jim Story Attorney Corpus Christi – The city’s nomination comes after a year of strained relations between the Corpus Christi City Council and the Port of Corpus Christi over local desalination efforts.

Corpus Christi City Council plans to name a representative Tuesday to the Port of Corpus Christi steering committee, one of the strongest and most influential in the region.

Incumbent David Engel is seeking re-election in what will be his last term as port commissioner, at which point he will cease. In addition to him, city records show 11 other Nueces County residents have submitted applications to be considered for the position.

Applicants include entrepreneurs, industry leaders, lawyers, academics and community advocates. A few currently serve on other municipal boards, positions they would resign if appointed, while others have previously held or competed for local elected office.

Seven commissioners make up the port’s management committee, who serve voluntarily and without pay. The City Council of Corpus Christi and the Provincial Court of Nueces each appoint three members, and the Provincial Court of San Patricio one. Appointees may be renewed for up to four three-year terms.

The port and its leadership have been praised for investing in new jobs and the local economy, while facing criticism from residents and advocacy groups concerned about potential environmental impacts.

The recent port commission appointment has come under scrutiny in part because of the city and port’s ongoing efforts to build expensive desalination facilities. Both the city and the port are looking for two sites to build such a facility.

While both sides largely agree on the need for desalination to create a “drought-proof” water supply, relations between the two government entities broke openly over the issue last spring when city leaders called on the port to withdraw its loan request of 495 million dollars. His proposal Harbor Island – the city does not approve. (The port eventually pulled the app.)

Since then, the city’s three port commissioners have provided regular updates to the council. His first speeches after the public discord were heated, with many city leaders scrutinizing the commissioners’ actions on issues such as desalination, port leadership actions and general communications.

As the main water supplier for the region’s more than 500,000 residents, the city only said it should operate local desalination facilities. Instead, he said, the port, city or an outside company should do the same.

Environmental advocates are concerned about the potential impacts of the port and urban planning, particularly if dumping saltwater into local waters could damage the region’s habitat. The man asked Japhet if he would give him and his friend a ride. Japhet said yes, but then two more people appeared. Japhet said he protested but felt pressured to accept them. He then drove fast to get the attention of law enforcement, which he did.

Deputies working with the Department of Public Safety initially detained him before Border Patrol showed up, Japhet said. He said he allowed the Border Patrol to search his phone, view his apps and read his text messages and call logs, hoping they would be released. He wasn’t and ended up in jail for 6 days with his dog taken away.

Attorney Timothy Dan Japhet has been subpoenaed in four human trafficking cases, according to an article published by KHOU. He was not charged or formally charged. He was released Friday after posting $40,000 bail. The article noted that the prosecutors will be released on bail pending charges. He hopes the case will be dropped. If prosecuted, the offense is a third-degree felony.
